Step 1
Take a hammer and tap the entire surface of the work area. Plaster that does not hold well should crack and fall off easily. Then take a scraper and scrub the walls.
Step 2
If the plaster adheres to the surface very firmly and does not fall off from hammer blows, then the work surface should be moistened.
Step 3
To moisten the inner walls (so as not to flood the room with water), take a bucket of water with a rag or brush and, wetting the rag (brush), abundantly moisten the stubborn plaster (you can carry out the procedure several times).
Step 4
Allow time for the plaster to get wet and soften. After that, again, tapping with a hammer, try to knock it off the wall (wet plaster will fall off much more easily).
Step 5
After the bulk of the plaster has been removed, all you have to do is scrub the wall with a scraper and a coarse brush.
